一. 扶輪青年服務團介紹
扶輪青年服務團(簡稱「扶青團」)是一個以服務為主及自我管理的青年組織,分為大專院校和社區兩類,團員為18至30歲青年。扶青團是由扶輪社(稱為「母社」)贊助,是其緊密「服務合作夥伴」及主要的扶輪家庭成員。在世界各地一共有超過9,500個扶青團,人數高達291,000人。不同地域的扶青團均被納入不同地區,香港則隸屬於國際扶輪3450地區,當中亦包括澳門、蒙古國及中華人民共和國—廣東省。
二. 世界扶青週介紹
為紀念扶青團的創立,每年地區扶輪青年服務團委員會(簡稱「地區扶青委員會」,下稱主辦單位)都會籌辦世界扶青週,配合不同主題,推廣正面信息及價值觀,亦同時宣揚扶青團的服務及活動。本年度地區扶青委員會將以「觸動一刻」為主題舉辦攝影比賽、展覽及慶祝活動,希望提高大眾對社區的關注及推廣扶青團。
三. 「拾穗.社區」攝影比賽目的及主題
在現今的社會,忙碌佔據了我們的生活。人與人之間多了一份節奏,卻少了一份關懷。這次攝影比賽,鼓勵大眾放慢腳步,用鏡頭捕捉社區中隱藏的遺穀;細心觀察及尋找城市中的人物故事,啟發他人。
四. 組別
比賽分為兩個組別﹕
i. 公開組:參賽者需為18歲或以上及持有效香港身份證人士
ii. 扶青組:參賽者需於截止日期前為國際扶輪3450地區扶輪青年服務團團員
*主辦單位有權核對參賽者的身份及年齡
五. 報名方式及作品規格
i. 填妥Google Form 上的報名表格並上載作品,網址:https://goo.gl/forms/f3SvOmC4ZDbBbk2b2
( 如未能填寫Google Form,請電郵至wrw.rac1819@gmail.com )
ii. 上載照片至設定為「公開」的Instagram帳戶,在Caption中 @rotaract_3450 並加上Hashtag:
#RID3450, #WRW1819, #CatchtheMoment, #TheCitysHiddenGems
iii. 截止日期: 參賽者須於 2019年2月12日(星期二) 23:59 或之前完成以上步驟
iv. 作品規格
參賽者只可參加其中一個組別並只可提交一份作品參賽。參賽作品須附完整標題,並以不多於 150 字中文或100字英文簡介作品。
v. 照片規格
– 以 JPEG 或 TIFF 數碼檔提交
– 不少於300 dpi
– 檔案大小須為10MB或以下
– 參賽作品只接受少量調整光暗,對比度或色彩飽和度及相片裁剪,其他數位修圖手段,包括電腦合成或消減圖上任何物件及改變色彩,均不為接納
– 沒有任何浮水印及簽名檔
六. 評審準則
所有參賽作品會交由評審委員會選出優勝者。評審委員會將由一名主辦單位代表及兩名專業攝影師組成。
i. 評審委員
– 劉智偉先生 (Eldon Lau)
ME studio的創辦人及首席攝影師,曾修讀視覺藝術及影像概念,專門各類人像攝影。他獲得多個國際攝影協會及組織(WPPI, MPA, WEP, One Eyeland, AsiaWPA, MPA等)頒發超過100多項國際攝影獎項。
– 謝柏齊先生 (Pak Chai Tse)
現職攝影師及藝術工作者,記錄時事及社區面貌。作品曾於《家在 ‧ 人在 ‧ 菜園在》(2010)、《影像香港當代攝影展2008-2009》等等展出。
– 朱漢威先生 (Menza Chu)
國際扶輪3450地區助理地區總監及地區扶青主委
ii. 評審準則
– 內容 (50%)
– 攝影技巧 (50%)

ii. 扶青組
– 最佳作品 (共 1 名) 攝影器材價值港幣5,000元
八. 比賽條款及細則
i. 參賽者擁有參賽照片的版權,主辦單位並不要求擁有其版權。惟參賽者參加比賽並遞交照片,即代表賦予主辦單位權利,讓其有權透過任何形式將參賽照片用作推廣是次比賽活動的主題及世界扶青週或將來的活動宣傳之用。此項授權並非主辦單位獨享,但卻是不得撤銷的。
ii. 參加者參與是次比賽,即代表並保證 (i)參加者為參賽照片的擁有者;(ii)參賽照片是參加者本人原創並未經發表的作品;及(iii) 參賽照片並不違反或侵犯任何第三者的知識產權或其他權益。任何牽涉猥褻、裸露、粗俗或具冒犯性的照片將不被接納,主辦單位保留唯一最終決定權,決定有關照片會否被接納為參賽照片或取消其資格。
iii. 主辦單位對任何參賽照片、獎品或參賽資料遺失或遭盜用概不負責。主辦單位對任何有關是次比賽的電腦或電子產品錯誤、伺服器問題、技術或人為錯誤,亦概不負責。
iv. 參加者一旦投稿,將視為承認主辦單位所有規則有效,不必另經參加者的書面同意。如有違反,主辦單位有權取消參加者之參加資格,並對於任何破壞本推廣活動之行為保留追究權利。
v. 獎品不得轉讓,亦不可兌換其他禮品。主辦單位有權以其他禮品代替而不作事先通知。對於獎品價值的可能變動,主辦單位恕不負責。
vi. 主辦單位並非獎品的供應商。任何有關此產品的查詢和投訴,需直接聯絡供應商。如因接收、保存或使用是次比賽的獎品有任何損傷、損失或損害,主辦單位恕不承擔任何責任。
vii. 個人資料收集聲明 — 個人資料是由參賽者自願提供,有關資料只會用作參與主辦單位有關活動之用。資料只會提供處理申請的人員參閱,作為審批、聯絡及相關的用途。參賽者如需要查詢或修改所提供的個人資料,請電郵wrw.rac1819@gmail.com查詢。參賽者如未能提供足夠、正確和清楚的資料,以致主辦單位未能通知領取獎品,主辦單位概不負責,亦不會補發獎品。
viii. 本條款及細則若有任何修正,將以主辦單位網站公佈為準。
ix. 如本條款及細則之中英文版本有差異時,應以英文版為準。
x. 如有任何爭議,主辦單位保留最終決定權。
xi. 主辦單位的籌委不得參賽。
九. 結果公布
獲獎名單將於2019年3月於此網站公布,得獎者將會獲專函通知領獎詳情。優異作品將有機會被展出。

1. Introduction of Rotaract
Rotaract is a service organization for young men and women aged 18 to 30. Rotaract Clubs are self-governing and can be either university- or community-based. Rotary clubs sponsor Rotaract club(s) and they are “partners in service”. Rotaract is a key member of the Rotary family. There are more than 9,500 Rotaract clubs worldwide and over 291,000 members. Rotaract clubs in different geographical areas will be divided into different districts. Hong Kong belongs to the Rotary International District 3450, which also includes Macao, Mongolia, and the People’s Republic of China − Guangdong Province.
2. Introduction of World Rotaract Week
World Rotaract Week (WRW) is organized by the District Rotaract Committee (DRC, the Organizer), which is held every year with positive message and value to commemorate the chartering of Rotaract Club. This year, with the theme ‘Catch the Moment’, a photo competition, an exhibition and some celebration events will be held to raise public awareness towards the community and promote Rotaract.
3. The Objective and Theme of “The City’s Hidden Gems” Photo Competition
Living in a city too busy to care, it’s time to slow down and look for the hidden gems around us. The aim of the competition is to encourage the public to discover stories of the people in the community, capturing inspiring moments through the lens.
4. Categories
The Competition is divided into two categories:
i. Open Group: All participants must be aged 18 or above and holding a valid Hong Kong Identity Card
ii. Rotaract Group: All participants must be holding eligible Rotaract membership of Rotary International District 3450 before the deadline of the competition
*The Organizer reserves the right to verify the identity and age of any entrant
5. Application Methods and Format of Entries
i. Complete the Google application form and upload the original work, website: https://goo.gl/forms/f3SvOmC4ZDbBbk2b2

ii. Upload the photo to an open Instagram account, in the caption, @rotaract_3450 and hashtag:

iii. Deadline: All participants must complete the above procedures on or before 12th February 2019 (Tuesday) 23:59
iv. Format of Entries
Each participant can only participate in one group, with a maximum of 1 entry. The photograph must be submitted with a title and an introductory paragraph of not more than 150 words in Chinese or 100 words in English.
v. Format of photos
– Digital file must be in JPEG or TIFF format
– Not less than 300 dpi
– Digital file size must be less than 10 MB
– Only minor burning, dodging, color correction and/or cropping is acceptable. Any changes to the original photograph not mentioned here, including digitally adding or removing anything, are unacceptable
– Watermarks and signatures are unacceptable
6. Judging Criteria
All photos will be screened and shortlisted by a judging panel made up of one representative from the organizer and two professional photographers.
i. Judging Panel
– Mr. Eldon Lau
Mr. Lau is the founder and the chief photographer of ME studio with a focus on different types of portrait photography. He studied Visual Arts and Photo Structure and has received over 100 international awards from different international photography associations (e.g. WPPI, MPA, WEP, One Eyeland, AsiaWPA, MPA, etc.).
– Mr. Pak Chai Tse
Mr. Tse is a photographer and an artist, recording public affairs and community features. His work has been exhibited in “Home’s there, Life’s there and Tsoi Yuen is there” (2010), “Imaging Hong Kong: Contemporary Photography Exhibition 2008-2009”, etc.
– Mr. Menza Chu

8. Rules and Regulations
i. The Organiser does not claim copyright over images submitted to this Competition. The author retains full copyright in the entry. However, by entering this Competition, the entrant hereby grants the Organiser a non-exclusive, irrevocable licence in the Entry for promotional purposes by any means in furtherance of the theme of this Competition and the World Rotaract Week or for future events.
ii. By entering, entrants represent and warrant (i) that entrants own the picture submitted, (ii) the picture submitted must be the original and unpublished works of the entrants and (iii) the picture submitted does not violate the intellectual property or other rights of any third parties. No lewd, rude, crude, or offensive photographs (as determined by the Organizer in its sole and absolute discretion) will be accepted. The Organizer reserves the right in its sole and absolute discretion to disqualify any entry.
iii. The Organizer cannot be held liable for any lost or stolen entries, prizes, or Competition information. The Organizer is not responsible for any computer or electronic malfunction, server unavailability, technological glitch, or human error relating to this Competition.
iv. By entering, the entrant will be deemed to have agreed to be bound by all the competition rules without the need for any written consent. Any violation of such rules may result in disqualification of the entrant for the competition. The organizer reserves all rights to pursue legal remedy.
v. he prize is non-transferrable and cannot be exchanged for cash or other gifts. The Organizer reserves the right to replace the prizes with alternative gifts without prior notice. The Organizer shall not be liable for any potential variations in prize values.
vi. The Organizer is not the supplier of the prizes. Any enquiry or complaint regarding the quality of a product or any related services should be directed to the appropriate suppliers. The Organizer accepts no responsibility or liability in connection with any injuries, losses or damages of any kind caused by or resulting from the acceptance, possession or use of any prize awarded hereunder.
vii. Personal Information Collection Statement
The personal information is provided by the entrant voluntarily for relevant activities organized by the Organizer. The information will be provided to relevant personal for application processing, contact, and relevant purposes. For enquiries or amendment to the provided information, please emailwrw.rac1819@gmail.com
viii. For any amendments of rules, the Organizer will be subjected to that announced on the website.
ix. If there is anyi inconsistency or conflict between English and Chinese version of this terms and conditions, the English version shall prevail.
x. In case of any dispute, the Organizer reserves the right of final decision.
xi. Organizing Committee members are not allowed to take part in the competition.
9. Announcement
The result will be announced in March 2019 via the website . Winners will be notified by email or by phone individually about the arrangement of the prize. Outstanding entries may also be exhibited.

世界扶青週2019「觸動一刻」展覽於3月9日至17日舉行。本年度國際扶輪3450地區的地區扶輪青年服務團委員會以「觸動一刻」為主題慶祝世界扶青週。當中更舉辦「拾穗。社區」攝影比賽,鼓勵大眾放慢腳步,細心尋找及觀察城市中的人物故事,用鏡頭捕捉社區中隱藏的遺穀,希望提升大眾對社區的關注。
展覽開幕典禮暨攝影比賽頒獎典禮於今天(3月9日)假中環碼頭連接大樓地下舉行,出席的嘉賓包括中西區民政事務專員黃何詠詩太平紳士、青年發展委員會委員竇一龍先生、國際扶輪3450地區總監代表霍穎壎先生、國際扶輪3450地區助理地區總監及地區扶青主委朱漢威先生、本地知名攝影師劉智偉先生及國際扶輪3450地區地區扶青代表謝永華先生等。
活動籌委會主席吳梓甄小姐表示:「希望透過是次攝影比賽,鼓勵社會大眾細心觀察社區,並利用拍攝的方式帶出不同的議題,引起社會的關注和反思,繼而思考解決方法。」
黃何詠詩太平紳士於致詞中提到:「國際扶輪一向致力改善世界,推動具影響力的本地及國際項目。而扶輪青年服務團亦活躍於本港各大專院校及各地區,組織及推動年輕人參與社區服務及著重個人發展。我十分欣賞年輕人的活力和熱忱,還有願意服務社會的心志。我鼓勵大家繼續探索社區不同的議題,發揮年輕人的創意和解難能力,貢獻香港社會。」
謝永華先生表示:「適逢世界扶青週,世界各地的扶輪青年服務團將籌辦不同的活動,藉此慶祝扶青團成立五十一週年。活動透過不同主題,宣揚正面信息及價值觀,亦同時推廣扶青團的服務。」
是次攝影比賽共收到超過100份作品,經過本地知名攝影師劉智偉先生、謝柏齊先生及扶輪代表朱漢威先生三位的評審,得獎名單如下:公開組冠軍周宛靜、亞軍黃志強、季軍鄭成林、優異獎李梓聰、王曉敏及Ng Tang Kwai,而扶青組最佳作品則由周文朗奪得。得獎作品中,有的捕捉了繁榮鬧市背後被遺忘了的一群,把拾荒老人、清潔工、保安員等的生活實況呈現眼前,細訴每個有血有淚的故事;有的則紀錄了香港人的鄰里互助精神。此外,亦有作品以最近清場的觀塘裕民坊為主題,以鏡頭說出歲月變遷中不變的溫暖。

扶輪青年服務團(簡稱「扶青團」),團員為18至30歲青年,與社區領導交換意見,發展領導力和專業技能,並通過服務獲得樂趣。扶青團由扶輪社贊助,是其緊密的「服務合作夥伴」,亦是扶輪家庭的主要成員。1968年,全球第一個取得授證的「北卡羅來納大學扶輪青年服務團」就正式在北卡羅來納大學夏洛特分校成立。國際扶輪3450地區包括香港、澳門、蒙古國和中華人民共和國—廣東省,區內共有75個扶青團。
世界各地的扶青團團員及扶輪社社員都會在每年的3月13日的一個星期內籌辦不同的活動以慶祝扶青團的成立。

World Rotaract Week “Catch the Moment” Exhibition is now open till 17th March
“The City’s Hidden Gems” Photo Competition result is revealed
World Rotaract Week “Catch the Moment” Exhibition is held during 9th – 17th March. This year, with the theme “Catch the Moment”, a series of activities including “The City’s Hidden Gems” Photo Competition and “Catch the Moment” Exhibition are held to raise the public awareness towards both the community and Rotaract. The photo competition aims to encourage the public to discover stories of the people in the community, capturing inspiring moments through the lens.
Exhibition Opening Ceremony and Photo Competition Awards Presentation Ceremony took place at Central Terminal Building today (9th March). Attending guests included Mrs Susanne WONG, JP, District Officer (Central and Western); Mr. Alex TOU, Member of Youth Development Commission, Mr. W. H. FOK, Rotary International District 3450 District Governor Special Representative; Mr. Menza CHU, Assistant Governor & District Rotaract Chair, RID3450; Mr. Eldon LAU, local famous photographer; Mr. Fergus TSE, District Rotaract Representative, RID3450, and other guests.
Miss Phoebe NG, Chairlady of the Organizing Committee, hoped that the photo competition would raise the public awareness towards different social issues and further encourage reflections and discussion on the issues and possible solutions.
Mrs. Susanne Wong, JP, mentioned in her remarks that, Rotary International has been dedicating in addressing global issues and bringing positive changes to the world through sustainable and impactful projects, at local and international level. In Hong Kong, Rotaract clubs involve students from various universities and tertiary institutions, as well as youth from all districts, organizing them for community services and personal development. She appreciated the energy, enthusiasm and dedication of young people, while she encouraged youngsters to make use of their creativity and problem-solving ability in addressing social issues.
Mr. Fergus TSE shared with the audience that Rotaract clubs worldwide will organize different events during the World Rotaract Week, which is 11th – 17th March, to celebrate Rotaract’s 51st anniversary. Presented in various different formats, these events aim to spread positive messages and values to the community, as well as to enhance the publicity of Rotaract’s service projects.
Over 100 entries were received from the photo competition. The selection was conducted by the judging panel, which was comprised of famous local photographers Mr. Eldon LAU and Mr. Pak-chai TSE as well as Rotary representative Mr. Menza CHU. Among the winning photos, some captured the forgotten ones in this prosperous city, such as the scavenging elderly, cleaners and security guards; while some have recorded the neighbourhood spirit for helping each other. Besides, there was a photo featuring the recently evacuated Kwun Tong Yu Man Square which highlighted the unchanging human relationship in the years of change.

Rotaract Clubs bring together people aged 18-30 to exchange ideas with leaders in the community, develop leadership and professional skills, and have fun through service. Rotary Clubs sponsor Rotaract Clubs, and they are “Partners in Service”. Rotaract is a key member of the Rotary family. Rotaract was founded in 1968 by Rotaract Club of the University of North Carolina, sponsored by Rotary Club of North Charlotte, North Carolina. There are 75 Rotaract Clubs in Rotary International District 3450 (including Hong Kong, Macao, Mongolia and The People’s Republic of China – Guangdong Province).
